Pound the garlic cloves & salt to a paste using a mortar & pestle. Add the peppercorns & oregano pound well after each one to incorporate into the paste . Stir in the oil & vinegar.
These is a grate Puerto Rican seasoning with lots of flavor. Used for meats and fish.
