Wipe the ribs with a damp cloth and put them in a baking pan with a cover. Sprinkle them lightly with flour and season with salt and pepper. Heat the oven to 450F and roast the ribs for 25 minutes, basting every few minutes with the melting fat in the pan. Then lower the oven temperature to 325F and while it is cooling down, remove the pan and pour off the excess fat. Add the onion stuck with cloves, garlic, bay leaf and liquid (water, beef broth or red wine). Cover the pan and return it to the oven. Continue cooking for 1-1/2 hours.
Remove the ribs to a hot platter and serve the pan juices separately. If you like a thicker sauce, place the pan over a flame and stir in small balls of butter and flour kneaded together (as in Beurre Manie). Continue stirring and cooking until thick and smooth.
