Scrub potatoes and prick in several places with the tip of a sharp knife. Place on a paper towel in the microwave oven and cook at HIGH power for 6 minutes. Turn over and continue to cook at HIGH power for 7 to 8 minutes or until tender.
While potatoes are cooking, melt margarine in a large nonstick skillet over medium heat. Add broccoli, red pepper, and garlic. Cook for 3 minutes, stirring occasionally. Reduce heat, cover, and steam for 6 to 7 minutes or until vegetables are tender.
Split hot potatoes with a fork and squeeze ends inward to fluff. Sprinkle with salt, if desired, and pepper. Top with vegetables and cheese. Serve with sour cream or yogurt and, if desired, chives.
