1. Preheat the oven broiler to 500F.
2. Place the oregano, garlic powder, and black pepper in a small dish, and stir to mix well. Set aside.
3. Spray a shallow baking pan with cooking spray. Arrange the mushrooms, top side up, on the pan, and spray with cooking spray. Sprinkle each with the seasoning mixture and spray once more.
4. Place the mushrooms under the broiler, about 5 inches below the heat source. Broil without turning for 4 to 5 minutes, or just until the mushrooms are tender when pierced with a fork and the juices begin to run.
5. Transfer half of the mushroom caps to a plate and cover to keep warm. (Do not place them on the buns yet, or the buns may become soggy.) Top each remaining mushroom cap with 1/2 oz of the cheese and a piece of red pepper. Return to the broiler for about 1 minute, or just until the cheese melts.
6. Place a plain mushroom cap on the bottom half of each bun. Top the plain cap with a cheese-covered cap and, if desired, 3 basil leaves. Crown with a bun top and serve immediately.
