Make a well in center of flour, working either on a table or in a bowl. Add all ingredients. The butter should not be ice-cold nor so soft that it is oily. Using fingertips, make a paste of center ingredients, gradually incorporating flour to make a firm, smooth ball of paste. Work as quickly as you can so the butter won't become greasy. Chill the dough and roll out to 1/4-inch thickness on a floured board. Transfer to a floured baking sheet and cut in strips about 1/2-inch wide, and then cut these in 5- to 6-inch lengths. Bake in a 400F oven for 6 to 8 minutes or until cooked through and crisp. Serve with cocktails.
