Cut wings at joints into 54 pieces. Discard tips or save for another use. Place chicken in shallow-sided baking pan. Bake at 400°F. for 30 min. Pour off fat.
In small saucepan mix cornstarch, vegetable juice, vinegar, sugar, Worcestershire, hot pepper sauce and garlic powder until smooth . Over medium heat, cook until mixture boils and thickens, stirring constantly.
Brush chicken with vegetable juice mixture. Bake 15 min. more or until chicken is no longer pink. Heat remaining vegetable juice mixture to a boil. Serve with chicken for dipping. Makes 36 appetizers.
