Preheat oven to 350.
In large dutch oven, sear & brown roast in oil. Remove roast to plate. Add flour to drippings in dutch oven.Cook and stir until browned.
Add buttermilk, water,bouillion,thyme and pepper. Cook& stir til mixture thickens, about 10 mins.Put roast back in dutch oven.Place carrots & onions around meat.Spoon sauce over meat.Cover tightly with alum foil.
Bake 1 hr.and 45 mins, or til meat is tender.
Add broccoli and cauliflower, bake 10 minutes longer
