MIX broth, pepper, onions, celery and potatoes in saucepan. Heat to a boil. Cover.
COOK over low heat 15 min. or until vegetables are tender. Remove from heat.
PLACE half the broth mixture and 1 cup milk in blender or food processor. Cover and blend until smooth. Repeat with remaining broth mixture and remaining milk. Return to pan. Heat through.
