Set the fillets in a Chinese steamer and steam for about 8 to 10 minutes.
Spray a nonstick skillet with the cooking spray. Once the fish is done steaming, put on a plate.
Combine the vinegar and soy sauce. Pour the olive oil into the skillet and turn the heat on high. Once the oil starts to smoke, pour in the vinegar mixture then turn the heat off.
Drizzle the sauce over the fillets and sprinkle the scallions on top.
