Beat egg whites. Add salt and cream of tarter. When egg whites foam, continue beating until stiff. Add sugar 2 Tbs. at a time. Fold in vanilla and chips.
Line cookie sheets with heavy brown paper(grocery bags will do). Drop a spoonfull at a time 2 inches apart. Bake at 300 degrees for 25 mins.
