Preheat oven to 350. Discard seasoning packet from ramen noodles and break uncooked noodles into small pieces. Spread broken noodles, sesame seeds, and sliced almonds on a baking sheet. Bake approximately 3 minutes until lightly browned. Watch carefully, as they burn easily. Cool on a paper towel. Mix dressing ingredients together in a small jar and shake to mix well.
Just before serving, toss cabbage and green onions with the toasted noodles, sesame seeds, and almonds. Pour dressing over salad and toss.
