Put steak, garlic, soy sauce and cumin in a plastic food bag. Seal; turn to mix. Refrigerate 30 min to marinate.
Bake french fries as package directs.
Abaut 5 min before fries are done, heat 1 tsp oil in large nonstick skillet over medium-high heat. Add beef; stir-fry 2 to 3 min until lightly browned. Remove with sotted spoon to large serving bowl.
Heat remaining 1 tsp oil in skillet. Add onion and peppers; stir-fry for 2 to 3 min until crisp-tender.
Add tomatoes, salt and pepper; cook, stirring until tomatoes are hot. Convine whit rest of ingedients and serve over white cooked rice.
