Heat oil in a large pot. Saute carrots for 5 minutes. Add celery, onions, and bell peppers, and continue cooking until tender. Add tomato sauce, tomatoes, green taco sauce or green chili salsa, clam juice, Lite Salt, and water. Simmer 30 minutes. Add clams, halibut, and shrimp. Simmer until fish is cooked, 5 to 7 minutes. Serve hot.
