Mix bulgur, beef, onion, cinnamon, 1/2 tsp salt, the allspice and 1/4 tsp pepper. Roll slightly rounded tablespoonfuls into balls (about 24).
Heat 1 tsp oil in a large skillet over medium-low heat. Add meatballs; cook 8 minutes or until browned. Transfer to a plate.
Heat remaining 2 tsp oil in skillet. Add garlic; sauté 1 minute. Stir in tomatoes, sugar, remaining 1/4 tsp each salt and pepper and meatballs. Bring to a simmer, cover and cook 25 minutes or until bulgur is tender. Serve sprinkled with cilantro.
