Chop onion and green pepper. Cook ground beef in large skillet until brown, crumbling as you go. Add onion and green pepper, stir, and cook over medium heat until tender. Drain fat. Add remaining ingredients. Mix well. Bring to a boil. Lower heat, and allow to simmer for about 35 minutes, or until rice is done, stirring occasionally.
Substitute picante sauce for tomato sauce if desired. Top with sour cream, shredded cheese and more picante sauce if desired. This dish can be served as a side dish by omitting the meat.
