Cook chopped onion in butter; add meat, salt, and pepper; cook until almost done. Add flour and cold water and cook until meat is tender. Add tomatoes, celery, and bay leaf, and cook until well done. Add parsley about 5 or 10 minutes before serving. Cook macaroni until tender. Make mold of macaroni in center of chop plate and pour meat mixture around it. Sprinkle paprika freely for garnish.
