Whisk together orange juice, green onion, ginger, cilantro, vinegar, soy sauce, oil, orange rind, and chile in a bowl.
Mix in shrimp and coat well.
Wrap with plastic wrap and chill 15 minutes.
Take shrimp out of marinade and save liquid.
Thread shrimp and orange quarters onto each of 8 skewers.
Preheat a large cooking spray coated grill pan or grill.
Grill shrimp 4 minutes per side, coating with saved marinade occasionally.
