Season meat. Heat oil in skillet for braising meat.Place meat in hot oil and brown on all sides. Remove meat and reduce oil to 3 tbs...add onion and bell pepper/cook 2 minutes and add garlic. When garlic begins to brown add meat, stewed tomatoes and 2 cups of water. Make sure meat is covered. Bring to a rolling boil, reduce heat and cover. Cook for 1hr and 45 min then add potatoes. Recover and cook until potatoes are soft. Serve over rice with vegetables.
