1. Peel and clean potatoes. Using a food processor, chop into little pieces. Grind until the consistency is smooth with a grainy texture like a pear. Using a fine-mesh strainer, pour the potato batter through to strain the excess water.
2. Heat oil in a frying pan over a medium flame. Spread the batter into a neat and thick patty about 2 inches in diameter. Cut off a sprig of watercress and embed in the potato while it cooks on the bottom. Do not turn over over to cook the other side until the bottom edges seem brown and caked enough to flip.
3. Combine all the ingredients to make dipping sauce, stir, and serve it on the side with the potato patties. Serve immediately and eat while they're hot!
