Preheat oven to 350 degrees.
TOPPING; arrange in botton of 10" pan rhubarb, marshmallows, sugar. Top with Red Hots. Set aside.
BATTER: Cream together shortening and sugar. Add eggs and beat. Set aside.
Sift togerther flour, salt, and baking powder.
Add dry ingredients alternately with milk to creamed sugar mixture.
Bake at 350 degrees for 1 hr. Cool. Loosen edges with spatula and invert onto a plate.
