1. The oven should be already heated to 450F. Spray a shallow 10-inch square casserole dish with cooking oil spray.
2. Place the mashed potatoes in a microwave-safe bowl and microwave, covered, on high, for 2 minutes.
3. Meanwhile, top each slice of beef with a slice of cheese. Carefully spoon 1/3 cup of the potatoes along one short end of each cheese and beef stack and mold into a log shape. Roll the beef and cheese around the potatoes. Place the roll-ups, seam side down, in the prepared casserole dish. Cover with aluminum foil and bake for 6 minutes.
4. While the roll-ups bake, make the Horseradish Cream (if using).
5. Place each roll-up on a serving plate, top each with some of the cream sauce, and serve.
