Preheat oven to 400. Place foil in a shallow casserole dish, spray w/ cooking spray. Place fillets, skin side down in dish. Mix remaining ingredients. Spread evenly over fish. Bake 20 minutes.
Serve w/ lemon quarters. This is a very simple, yet spice-induced dish. The mustard & horseradish give the flavorful fish oomph!
