In a bowl combine ground beef or ground turkey, cold water, garlic salt, oregano,paprika, and pepper. blend well.
Divide meat into even pieces. Shape each piece into a patty, about 3/4 inch thick. Coat patties w/ flour. let sit a few min. Dip patties into egg then into crumbs. Heat butter on low and brown patties on both sides. Put patties in a shallow baking dish. Pour a little pasta sauce over patties, sprinkle w/ grated cheese. and parmesan ch. Pour the rest of pasta sauce over patties. Bake at 400 for about 20 minutes. Sprinkle w/ herbs and serve.
