Preheat oven to 375. Coat a 2-quart baking dish w/ cooking spray. In lg bowl put lemon rind and juice, add pears,cranberries,pear nectar, sugar and 3 tbsp flour. Toss to mix. Place in dish. In bowl, mix oats,brown sugar, butter,cinnamon, and remaining flour. Sprinkle over pear mix. Bake for 40-50 min.
