Using a small sharp knife, cut along the back of each shrimp and remove the thin black cord. Rinse and dry shrimp with paper towels and place on a plate. Mix together marinade ingredients and brush over shrimp. Cover and chill 1 hour.
Mix together ingredients for dip, cover and chill. Preheat broiler. Place shrimp on a broiler rack and cook 1 or 2 minutes on each side, basting with marinade, until cooked through. Garnish with cilantro leaves and ginger strips and serve with the dip.
