Heat oil in a large skillet over medium-high heat. Add zucchini, onion, 1 teaspoon of the salt and the crushed pepper. Cook, stirring often, 3 minutes or just until zucchini is crisp-tender. Stir in garlic; cook 30 seconds.
Cook spaghetti according to package directions. Before draining spaghetti, spoon off and reserve 2 tablespoons cooking water. Drain spaghetti and put into a large warm serving bowl.
While the spaghetti cooks, heat the grill or broiler.
Sprinkle fish with remaining 1/4 teaspoon salt and the black pepper. Grill or broil 3 inches from heat source 3 to 4 minutes per side for medium-rare. Cut in 1-inch cubes.
Add fish and zucchini mixture to spaghetti along with the lemon peel and juice, the reserved water and parsley. Toss to mix and coat. Serve immediately.
