1. Wash the kale well, but do not dry it. Cut off and discard the tough stems (or chop them and use them), slice the leaves once down the middle, and then cut them crosswise into 1-inch-wide strips.
2. Heat the oil briefly in a pot that is large enough to accommodate the kale. Add the garlic, and cook it, stirring it, for 15 seconds (do not let it brown). Add the salt and water, and bring the mixture to a boil. Add the kale, and toss it to mix it well.
3. Cover the pot, and steam the kale for about 6 minutes or until the kale is just tender but still bright green.
