Bring orange juice concentrate to a simmer in a small saucepan. Remove from heat and add shallots, peppers, a few drops of lemon oil, lime zest, lime juice and citrus segments. Reserve. Just before serving, gently stir in cilantro.
Steam fish fillets over a small amount of simmering water. (A Chinese metal or bamboo steamer is the ideal tool here; you can also use a folding metal steamer basket large enough to hold 4 fillets.) Cover with a domed rather than flat lid. Allow about 8 minutes per inch of thickness, but take care that the pan doesn't boil dry.
Arrange a fillet in the center of each of 4 plates. Arrange citrus segments around the fish then spoon sauce around each plate.
Round Out the Meal:
With steamed brown rice.
Kid Friendly:
Limit or omit serrano peppers. Try this sweet-spicy sauce with grilled chicken breasts, too.
