1. Drain and rinse the chick-peas. In a medium saucepan, combine the chick-peas, chicken broth, and the whole garlic cloves. Simmer over low heat until the chick-peas are tender, about 45 minutes or longer, depending on their dryness. Set aside to cool.
2. Drain the chick-peas and reserve the broth-there should be about 1/4 cup; if not, add chicken broth to measure 1/4 cup. Place the chick-peas and the chopped garlic in a food processor. With the machine running, add the reserved broth. Scrape down the sides several times. Add the lemon juice, cumin, and salt and pepper to taste, and process until the mixture is smooth. Taste and correct seasonings, adding more lemon juice, cumin, salt, or pepper if necessary.
3. Transfer the hummus to a serving bowl and garnish with chopped cilantro and lemon slices. Serve with wedges of fresh pita bread or pita chips.
