1. Cook the beans in boiling salted water for 1 minute. Rinse under cold running water; drain.
2. Place the vinegar, sugar, pickling spices, peppercorns, bay leaf, and garlic clove in a medium saucepan. Heat to boiling; reduce the heat. Simmer, uncovered, 10 minutes. Discard the spice bag. Add the onion and bell pepper; simmer 10 minutes longer. Discard the bay leaf and garlic.
3. Pack the beans upright in sterilized jars (up to 1 inch from the top). With a slotted spoon, divide the onions and red peppers evenly among the jars. Place a dill sprig in each jar and pour in hot syrup up to 1/2 inch from the top . Seal the jars. Process in a hot water bath for 15 minutes.
