Melt the butter in a heavy saucepan. Add the pepper and onion. Fry over a low flame just until limp. Add the flour to the pan and blend well. Next, add the half-and-half, cayenne, and mustard. Stir over low flame until the mixture is slightly thick. Add liquor and crabmeat.
Place in a 2 - 3 quart buttered baking dish or 4 individual dishes or baking shells. Sprinkle the bread crumbs on top and bake at 350 for 20 minutes. Garnish with minced parsley.
