1. Mix salt with cumin and red pepper. Rub mixture onto tilapia.
2. Heat a cooking-spray-coated frying pan over medium high heat. Spray both sides of tilapia with cooking spray. Cook for 3 minutes per side or until preferred degree of doneness. Move tilapia to a serving platter and squeeze lemon over.
3. Combine butter, cilantro, lemon rind, paprika, and salt and stir until fully combined. Serve butter with tilapia.
