1. In a small saucepan, bring the water to a boil, add the raisins, reduce the heat, and simmer the raisins for 5 minutes. Remove the raisins from the heat, drain them, and let them cool.
2. In a large bowl, beat together the oil, honey, eggs, and vanilla. Add the cooled raisins.
3. In another bowl, sift together the flour, baking powder, baking soda, cinnamon, nutmeg, allspice, cloves, and salt. Add this mixture to the raisin mixture, and stir them to combine the ingredients well. Stir in the nuts, and add enough wheat germ to make a thick batter that can be dropped from a spoon.
3. Drop the batter by the teaspoonful onto oiled baking sheets. Bake the cookies in a preheated 400 oven for 10 minutes. Remove the cookies to a rack to cool.
